Re-gluing spray skirt rand

I think the rubber thingy on the sprayskirt that grips on the cockpit rim is called a rand.

Anyways, I have 2 skirts that have the design of a rubber rand that is glued on the under side of the neoprene are falling apart: the glue between the neoprene and the rubber rand has come undone. Does anyone know what kind of glue I should use to re-glue the rands on these?

My best skirt is a 10 year old Perception Harmony with a different design. It is hard to describe, but the rubber rand is a softer rubber and it is a more integral part of the skirt that is bonded on top of and on the under side of the neoprene. It is a bomber skirt, but too small for today's cockpits so I started buying these other skirts without realizing that I would be buying a new one every 2 years....I am going to look for a Perception this time around.
