I don't know why you would have ordered 8' counterbalanced anyhow ... I run 11's that are non counterbalanced. the only way I could see needing the 4lbs they add is if it was on a 48" or smaller frame,
here's an idea. Add some weight to the oar side
as I recall with my shortening of some counterbalanced cataracts, the metal slug is just slightly exposed on the oar side of the shaft. If you've got a long solid rod, about the ID of the oar, you may be able to drop the oars over it (like a ram?) and get the factory epoxy to release. there is probably a piece of foam you need to remove first ...
I'd contact advanced composites and see if they recommend a method of removing the handle without destroying the oar ...
