Along with the other idea mentioned, the only thing I can suggest is rubber tabs that can be purchased at any hardware to cover the screw this is a temporary solution to what I feel is a boat manufacturer oversite.

It seems to me that boat manufactures would know to put an inlay screw?

SkirtworkS spray skirts are designed in a way that if it is the proper fit it creates 2 seals, first it is the rubber rand, the second seal is the taughtness of the neoprene wrapping over the top of the cockpit rim.

In the future, they will be adding implosion bars, by request only.
