It's kind of like athletic tape, but it's a lot stickier. It's the duct tape of the hockey world. It's commonly white or black, but prints and colors have become more common. 2 biggest uses are stick handles/handgrips, including built-up areas, and taping the blade--both for wear on the bottom and to get grip on the puck.
Like drum stick tape, it's supposed to be sticky when there is moisture present. The weave of the fabric is slightly open so a bit of the adhesive can be felt on the outside of the tape. It's not sticky, but slightly tacky.
