Sorry if it wasn't clear....commercial guides for the Navajo, not ranger patrols. Never seen them myself but friends have mentioned them before. I actually think a Navajo ranger presence down there would shape things up and likely lead to a better permit system but I am not sure how that would work out agency wise.

Hmm. Misread the original post. I was referring to Chinle which is above Mexican Hat and most definitely was reservable. Rangers did tell me of conflicts. Also that they would carry a Navajo "ranger?" down the river a couple times a year. They, the Navajo permit, did, do?, ask where you plan to camp and when and what hikes you plan on doing. Carry on.

I have never been checked in the lower canyon, but.....
I always get my navajo permits in the Monument Valley Tribal park, just around the Utah border. Really easy, no need to mail anything in or stop in Cameron.

Nearly always stay river left while on the SJ

and do as Grin1 mentioned. Send in my Navajo camping/hiking permits with payment and keep a copy with me. In fact, I'm not sure except once in the early days did I ever get any paperwork back from WindowRock after sending in payment.

Also never been checked on Res land, even by the BLM.

Anyone tells you they have a reserved river-left camp above Slickhorn, .......... tall tales.
