I disagree, The Salt is definitely raftable down to 350. In 2003, I launched 2 14' oar rafts with gear and beer for 8 people from just above Cibecue at about ~500 and ran down through the Wilderness section, taking out at ~350. No problem. Good lower water boaters, and tight runs at Quartzite and Black Rock but still completely viable. The sweet thing about the Salt is that it is high quality desert boating with no sand bars to get stuck on (bedrock channel).
Definatley launch from just above Cibecue, or you'll get stuck at Overboard and Bump and Grind. There's a good launch and camp just off the road, right above the Cibecue road crossing.
As far as kayaking goes, there is some sweet surf at those levels. There is a really good wave below Gleason, above the Canyon, just off the left bank. The Bamboo Wave is fast!
Load lightly to make it easy on yourselves, but I bet October is a great time to go!
