Can you give general locations of where you are going to be? August can be dry out west but usually a few releases. East Coast may be more of a safe bet for August if you can go anywhere...

This is very general. An overview for your planning.
Not carved in stone.

United States Drought Monitor > Home

To be more precise do some research on this board.
River by suggested River.
Some rivers will be OK to run even in droughtish areas.
Many will have stretches that are going to be doable but not the full meal deal in August.

Others are subject to permit and getting on a river may be pretty hard.

As pointed out. August can be dry and much lower cfs.
Think hat and sunscreen.

I know aircraft luggage fees are dear but could you bring some water with you?

I was planning on heading to NY 1 week and then moving west for 2vweeks but sounds like i should stay on the east coast, maybe the Potomac? any advice on boat rental/borrow or local contacts that can hook me up? As for brining rain with me, yeah no problem it rains every day over here.
Are there any online river guides like this 1 we have in ireland Rivers of Ireland, Guide Index - - Ireland's online River Guide

It doesn't sound like you'll make it as far as the Pacific Northwest, but there is usually stuff to do there in August. If summer is really hot and dry you can head up to BC for variety, but there are always some good spring-fed or glacial runs to try too. You can check out this link if you want: | Whitewater Community

Jeff Bennet's Guide to the Whitewater Rivers of Washinton also covers some of Northern Oregon and is the Bible of the PNW.

Portland has a very welcoming paddling community can be connected with at the PDXKayaker forum.

Good Luck.
