RESPONSE: Not quite - put in is 2 miles from Livermore on Red Feather Lakes road (look at googlemaps and you'll find the North Fork of the Poudre). The run is about 11 miles long, plus any miles you'll add with Filter Plant, and at the end of the NF run you have a nice leisurely paddle across Seaman Reservoir (1-2 miles?), followed by a short hike down the dam (nice trail) to where you finish out the final section of the North Fork and join the confluence with the Poudre. From there you're on Filter Plant, making sure to portage the two dams below filter and before the take-out at 287. The Lower North Fork is a fun scenic run that has at least two class III rapids (one was a blind left hand turn/corner that snuck up fast) and 2-3 barb wire fences that may or may not be covered. When I ran it in 2010 the fences were the biggest hazard. With flood level flows you could run into almost anything (trees, dead cows, who knows).
Here's an old thread that talks about access to upper and lower NF:

Be safe out there.
