^^^ might compare the box at seivy flows to the meadow, based only on reputation because I never had a chance to run the lower meadow. But the run is IV+ to V with scary, real consequences on all of the named rapids for a missed line. It's not a relaxing warm-up run at any flow and if you're not a solid V paddler you may be pretty gripped with the seive action. But it is a beautiful gorge, the rock is polished mostly (but holey), and the rapids are interesting and challenging.
BTW, Ian, I think the USGS gauge for the 'Budo is accurate as to cfs, but the gauge height is way off from the old 3'-4' scale. Maybe Atom will chime in on what the current "old" gauge height is. But I think that the 300 cfs range was around the low 3.x range, 500ish was around 3.5, and 700ish was around 3.8. That's really rough based on memory, but my guess is that the drive wouldn't be worth it for most until the daily average is above 275 cfs or so.
