You already have groups applying for multiple launches with the assumption they’ll use only one if they win more than one. At some point false applications could make the lottery worthless.
I wonder if lots of bogus attempts are now causing all the followup lotteries.
In answer to your question from my post: No, I am absolutely not! No applications on a whim!
The Park guy who does the lottery, Steve Sullivan, told me that he does contact non-winners, but I don't think it was every time a launch date is reneged. It might (I'm guessing) be only when it was a date coming up very soon, like when they have a date to offer a few weeks away and the winner decides not to use it. That case calls for a penalty, no question.
Steve seems like a good guy in a difficult situation, so I believe him.
