I'm going to talk to Nancy, the resource assistant at the Selway regarding the intent of the rule. It seems clear they want to avoid use of motorized or mechanized vehicles (including bicycles on trails).
Technically your oar tower is mechanized equipment, so per rule only paddle boats should be allowed. A hand water pump / bilge pump / or raft pump is also unfortunately technically considered mechanized equipment.
UV sterilization is electrically powered -- same as your ipod and your satellite phone. Are those restricted?
Only gravity fed water filtration and people blowing on the tubes to inflate their boats to pressure seems like they must make exceptions.
I can see something like a chainsaw or a gas powered object is something that they are trying to prevent. I get the intention of the rule.
