If it's May you plan on going...bring the boat and leave everything else home. But if it's Sept bring the board & bike. Plenty of free camping if you know where to look also the further north the more there is. The 3/4mil suit will be fine; in May the Pacific sports the coldest water temps of the year, can be in the high 40's. Sept has the warmest; Santa Cruz can be in the mid to upper 60's the rest of the coast in the 50's. Waves can be rare during both months but when there are some...they are usually of the epic variety; clean with a long period.
