400 CFS Too low on Colo Kremmling?

I've run the Colorado River from Kremmling to State Bridge many many times. Noticed its running just at 400 CFS. Is this too little to run my 16' oar frame down without damaging my boat?
700 was the lowest I've run it before and it seemed ok.

I ran it in April at 320 with my 16' oar frame and again on Sunday at 490. It gets tight in the canyon but if you are loaded light you can make it without problem. You want to go left at eye of the needle, right had only a couple of inches of water above a rock that could hang you up.

Gore canyon would be very technical for a raft at 400cfs. A raft guide told me that flows should double by next week and stay around 1000 for the summer. He said he read that in the paper today... I have watched oars snap in half in that canyon.
