Upper Poudre Runs Flowing?

Any of you Ft. Collins guys know if these recent bumps would mean Joe Wright or Spencer Heights would be flowing?

I'm a steamboater, but hit the narrows yesterday and.....the higher stuff looked thin to us. Both falls above Poudre souded juicy from the road so we stopped and hada look. It seemed like you might be able to scrape down spencer- but it certainly wasn't worth any kind of drive.

I haven't been up there to see for myself, but would think it would be extremely unlikely. After doing some digging at the state engineers records it doesn't appear joe wright or chambers res is releasing much cfs. my guess is the jump in flow is due to the snowpack in the south fork basin melting and some additional augmentation lower in the canyon but am not sure.
