I asked if they had a permit and they just kinda shrugged and said "I dunno... we just dig where we are told and this is where Vail Associates said to dig."

the people to call is the army corps and not denver water, the army corps needs to sign off on all river construction projects. If vail hasn't talked to them then vail is in trouble.
