Two problems with your idea: rules and flow. The rule is no boating during April and May do to breeding birds. The flow wont be enough either. Looking at 2002, which this year has been compared to, the river peaked at 90 CFS in early May and fell afterwards. We did better a week ago at 400 CFS, but its down to 200 CFS today. The recommended minimum is 300 CFS. Doing the Chama is a much better bet, since it gets more water thru diversions in a drought year.
