Dino River Ranger here.

At the Split Mountain take-out everyone gets assigned a lane for their derig. Each lane accomodates 2 boats at a time. All other boats in the group have to wait up in the dirt area. Once those 2 boats are cleared from the ramp, 2 more can come down. That's the policy. Sounds like whatever happened was the result of miscommunication.
