Wouldn't the other negative be the summer permits becoming even harder to get? I mean wouldn't the people who go on the winter trips regularly be able to apply for and possibly get a Spring, Summer or Fall trip as well? Thus making the higher use permits even harder to get? Seems like 2 slices of pie to me.

If they've got the sand to do winter trips and they're unfilled let 'em go.
