I guess I dont really understand why you are annoyed....thats unfortunate for you. The only time I am annoyed is when people are putting themselves, others or even dogs in danger, regardless if its a raft, kayak, duckie or space ship, And when you are not already completely confortable on a stretch of river, alcohol seems to not help the reaction time. And just because I enjoy sitting down and drinking 300 beers does not mean I do it when I am guiding the raft and people have trusted me to get them down the river.
I lived in CO for many years and agree it is much better, but unfortunately some times family situations; I.E. parents health, nieces and nephews childhood play a larger role than being able to walk out my back door and go climb ski or paddle. So I need to deal with the rivers, crappy ski resorts and abundance of people we have out east.
I define "rafting" aka "Boating" as anbody on a body of moving water thats having a good time while keeping everyones safety in mind....this might include some beers.
