Should be plenty of early paddling around Ogden this spring. Flows usually start early, anytime from now into early April - but most likely won't last much later than May or early/mid June if you're lucky.
Beside the info below, check Eddyflower.com for a listing of the local runs. The web folks there used to be or are still in/around Ogden and have done a decent job of listing the runs and descriptions:
Both of these are minutes from Ogden, dep on your location. The Ogden is on the north end and the Weber on the south end. The Weber River forms the Ogden Playpark.

Weber River: Mouth of Canyon down to Riverdale Wave or Ogden Playpark. www.eddyflower.com/RunDetail.aspx?RunID=259
The 1-2 miles from Riverdale down to the OPP don't offer much excitement, but give you a chance to hit both playparks during the run.
Also, when the wave really comes in at Riverdale:
it's an awesome wave, better the higher the river gets. A few years ago when the river was around 1,500 - 2,000 CFS the wave was a blast.
