Those of us who live and boat in Pagosa consider the San Juan through town to be a splashy class 2 - same if you take the day trip on down south of town. There is one structure in the middle of town that creates a play wave that changes character significantly at different flow levels. Sometimes it is too washy to surf and sometimes it is a great play wave with the potential for an appreciative audience.
Below town (a 12 mile day trip) there a few fish structures that provide some play for small boats. Colorado Rivers & Creek 2nd edition calls Mesa Canyon a 3- >800 cfs. We would say a 2, maybe 2+. Generally, we all like to enjoy the day on the river through beautiful mountain canyon country. It is a good idea to respect private property on this run, there is a great lunch spot about midway.
