As I mentioned before most people don't understand the rules regarding service dogs. When river managers come up with "no dog rules" I'm willing to bet they never considered service dogs. If they did, I'm willing to bet they didn't check the appropriate federal regulations regarding Service Dogs. Most will not budge from that rule, until they are legally threatened or someone throws big enough of a "fit" to scare them into really looking into the appropriate law. I work with special needs children myself, and have a "disablity" myself, I am amazed at how little even the professionals who work with special needs individuals are clueless about service dog laws.
Is it explicitly written in the Grand Canyon regulations that service dogs are not permitted? If so, I'm willing to bet if someone did challenge it, it will change, but it would definitely take time and money. For many individuals with disabilities who have service dogs, they do not have the resources to make it worth their while.
Going higher up the "food chain" might mean contacting someone outside of the river management agency who has REAL knowledge of service dog laws. I can't recall the exact names right now of the government agencies that could scare the shit out of river managers..
