It's a La Nina year, which generally favors the more northern ranges, but the Pineapple Express a couple weeks ago dropped a ridiculous amount of moisture across the entire SW US.
I have heard and experienced that strong La Nina years tend to have dry spring seasons, and the NWS is predicting the La Nina pattern to stay in full-effect all the way into next winter... I'll keep my fingers crossed for a few wet spring storms as well.
