If you look at the paddle, you'll notice that it is only truelly round in the middle. The hand areas on Werner Paddles are oval shaped. You can cut the paddle in half and put the new round ferrule in the round part of the shaft. Sorry, you can not turn it into a three or four piece break down. Round hole square peg type of thing.

Here is a thought, If you are willing you can have a 3 peice, just get 2 insert kits from Confluence kayak and telemark(plug) They are my hero's.
Literaly, it's where I got mine.
Anyhow you can insert them before the bend of the shaft grips, it is still stout and probably more because you have an inner fiberglass tube as well. All break-downs twist a little, just cut strait! most important, then glue in your inserts to the shaft side, and drill the blade side. drill it through as one peice, put it all together before you drill it, now is a good time to adjust feather of the blade also, before you drill.

Edit: I did not see its a 2 piece paddle allready, you could still do the inserts, but it would be iffy, one other thought is check the length, if its old school 220cm you could cut it down in length, it might fit better.
p.p.s Edit: my wife reminded me of another sick idea, if you are skilled, and can lay out a triangle, you could cut 6 triangles areound the shaft and an oposite 6 on the other end, then glue in the insert, then drill it, it will not wobble as much, or at all for that matter.
