My interpretation of the USFS order is that FS roads are closed, but they don't have authority over roads that aren't on FS lands. The highway (CO 14) falls under jurisdiction of the State.
Having said that, Hwy 14 was completely washed out just above the mouth of the canyon, and I'm sure there were many mud slides/washouts between the mouth and the narrows. for state roads.
Bottom line: USFS has closed all FS roads, and I suspect (but don't know) that this includes roads in Red Feathers, etcl. The state has the highway closed, and I didn't check the county, but I bet they've also closed roads under their jurisdiction.
