I'd bet that once the Eagle's done, that the Xcel (formerly Public Service) call will kick in and they'll release water from Green Mt. to give the Shoshone hydroelectric plant its due. Then you'll see the Lower Blue and Upper C with a bit more water in them, though it may only incrase gradually as the Eagle continues to drop until completely spent.
