All the water's being caught by the reservoirs and the only thing in the river is the minimum streamflows released and what runs in from tributaries below the Green Mt. and Lake Granby. Yes, its that low. Hopefully they'll be releasing once the Eagle's done to satisfy the Shoshone Power Plant call on the river.
Maybe you can take the beginners to Grizzly Creek or one of the reaches below that. Another alternative would be to launch 5 miles above Dotsero at Cottonwood Island - there's about 800 cfs there and you can scout most of the Class I - II run from the road. You can get the approximate flow of the upper C just above Dotsero by subtracting EAGLE RIVER BELOW GYPSUM, CO flow from COLORADO RIVER NEAR DOTSERO, CO flow.
