OutdoorPlay.com has their main shop in Hood River Oregon, on the way towards Bellingham if you're driving. They are kind of the head quarters for the Green Truss White Salmon and Little White Salmon runs. I don't know if there is a kayak shop in Bellingham, but their are some kayakers. We ran into some at a restaurant after paddling the Cascade river (big water class V!) and they offered us a place to stay.
I remember seeing a lot of other cool creeks around there, but a guide woud be helpful. The mountains east of Bellingham can be pretty remote from my memory, and the rivers in Washington tend to gorge up much like CO.
PS I don't know the season, but the Clear Fork of the Cowlitz and Ohanepecosh are awesome for Central Washington runs. I ran them in mid-late July when I was there. Cispus is great too, but more in the Hood River region. I don't know the Bellingham area as well, so I can only comment on that one run.
