I think Cheesman's 1889 water right is out of priority right now and DW is storing Cheesman inflow out of priority, by exchange, for flows through the Roberts Tunnel. I certainly could be mistaken.
You're right about a nearly full cheese. If inflows stay up, a release of 300+ is enough to keep beginners happy on Deckers (although 400+ is much better).
Also...I've found that Foxton lacks any sort of "push" unless levels are over 700 or so. This makes it decidedly un-fun some paddlers, but a great training ground for beginners.
Speaking of Foxton at 700+...really, really good surfing, Although at that level there's probably other interesting options.
