CO State statue requirement to mark owner of kayak

I went out to see if there were any changes to the authority to close waters and came across the following Colorado Statue

33-13-103. Numbering of vessels required.

(1) It is unlawful for any person to operate or use a vessel on the waters of this state or to possess a vessel at a vessel staging area unless such vessel has been numbered and a certificate of the number, referred to in this article as a "registration", has been issued to such vessel by the division. The operator of such vessel shall produce the registration for inspection upon demand of any officer authorized to enforce the provisions of articles 10 to 15 and 32 of this title. The following are exempt from the requirements of this subsection (1) and from the vessel registration fee as specified pursuant to section 33-10-111 (5):

(a) Any vessel which is neither a motorboat nor a sailboat as defined in section 33-13-102; except that canoes, kayaks, and nonmotorized rafts exempted by this paragraph (a) shall be marked as required by subsection (5) of this section;
....

(5) It is unlawful for any person to operate or use a canoe, kayak, sailboard, or nonmotorized raft which is not required to be registered under subsection (1) of this section on the waters of this state unless it has been marked with the owner's name and current address in a legible, clearly visible, and durable fashion. Any person who violates this subsection (5) is guilty of a petty offense and, upon conviction thereof, shall be punished by a fine of fifteen dollars.
So... basically ... make sure that your canoe, kayak, sailboard or nonmotorized raft has your name and current address on it.

Pretty poorly written law. In (a) it doesn't mention sailboards, but then in (5) it does?

....

Actually the full definitions are mentioned... I just didn't post the entire statue, only the part that I thought was relevant to the buzz...

So when I surf g-wood I should have my name, number and address written in sharpie on my board. I should also wear a life jacket and helmet.

So It's against the law to not have your name, number and address written on your "craft", and at the same time life jackets only have to be present and not on you?

I see the reasoning on name and number and agree that natural selection is the best law for dealing with stupidity.

We all know it's a good idea to mark our boats with our names and phone numbers so the finder of a boat knows who to contact. So this law is fairly reasonable.

However, including the address doesn't make much sense. If a boat's found in the river without its owner, what are the emergency responders going to do, send a letter to to see if the owner's OK?

They have these neat inventions I've seen around lately called Police Cars. These new-fangled devices allow the police to be transported about on the power of gasoline, even to someone's home!

And if you don't live anywhere near where the boat's found? They have these neat inventions I've seen lately called phones. These amazing devices allow police to call anywhere, without spending $4/gallon and wasting hours driving.

Just trying to point out that an address is far less useful than a phone number.
