We don't have to pay for kayaking access unless we are putting on on state or other govt' lands that have improved areas for parking, bathrooms etc.

For instance to boat on the Poudre river I don't have to pay anything but parking is limited in some places whereas on the Arkansas river most put-ins and take-outs are state parks and have alot of parking and facilities but charge a small fee.

I went paddling with a fishing raft last year on the upper-C. The one person fishing on the raft pulled out at least two keepers (brown trout) while us kayakers were paddling around the raft which had three people on it and was rigged to ore (much noisier than our kayaks, IMO). This isn't an issue of the health of the river or the fish, so much as it is an us vs. them situation. If your country has a flexible political process, you should get as many paddlers on your side as possible and try and influence your government. We face the same problem here in Colorado with demonstrative property developers trying to ban floating so they can sell fishing rights to the river. It's all about profit. Fight the good fight. It's your river too!
