Boat Bubbles?

I was washing my old Hyside bucket boat and noticed some bubbles in the bottom. It looks as though they are isolated bubbles similar to the bubbles made when a sticker is put on unevenly. The bottom of my boat is beefed up with another layer of rubber. Could these be air bubbles between the extra layer and the chamber of my boat? Has anybody seen or had any of these. The are about the size of a finger nail/tip

thats exactly what they are. Glueing down giant pieces of fabric like that is almost impossible without a bubble here and there. Almost every boat has a least a few. Often times they are from a spot that wasnt perfectly adhered and once it rubs enough or is folded at the weakness the layers separate. I wouldnt worry about it unless they really start to grow.
