I don't know the flow down the north fork. I think you're right: it's natural and unmanaged.
With this heat, it's hard to say if run-off is done, but we have seen nightly inflow to Lake Estes drop off. In fact, I think hardly any of the inflow we were anticipating for last night materialized. So, you're guess is as good as mine, but it's possible the releases from Olympus Dam to the Big T are going to start declining now.
There was still a lot of snow up in the high country, though, last week.
