Applicants Sought for Second Round of Roundtable Appointments

DENVER - Applicants are being sought for roundtables being formed that will be charged with driving the discussion on the future of Colorado’s water. Coloradans interested in serving on one of the state’s nine roundtables are encouraged to submit their application to the Department of Natural Resources (DNR).

House Bill 1177, also known as the “Colorado Water for the 21st Century Act,” was sponsored by Rep. Josh Penry (R-Grand Junction) and Senator Jim Isgar (D-Hesperus). It creates an Interbasin Compact Committee, comprised of nine roundtables - seven representing the state's seven river basins and two unique subbasins - as well as six gubernatorial appointees.

Initial roundtable appointments have been made, and Russell George, as Director of Compact Negotiations, is asking for applicants for the second round of appointments.

“We are very pleased with the number of applications we received for the first round of roundtable appointments, and with the appointments that have been made,” said George. “It is clear to us that Coloradans have faith in the process that HB1177 has created, and I look forward to the good work that the roundtables will do.”

The nine roundtables will analyze water management issues within their area and actively seek the input and advice of local stakeholders, local governments, water providers and others interested in water management. Results will be forwarded to the Interbasin Compact Committee and to the other roundtables for consideration.

The committee will set its own by-laws and operating procedures, and will act as a facilitating body for the following purposes: compact negotiations; setting the framework and foundational principles for the negotiating process; guiding negotiations as necessary; and ensuring the availability of technical information for the negotiations.

Agreements made through the negotiations will first receive review by the Interbasin Compact Committee and will then be forwarded to the appropriate roundtables for consideration. The Interbasin Compact Committee is required to report to the legislature no later than October 31st of each year as to the progress of the compact process.

George said that the legislation specifies that he, in his role of Director of Compact Negotiations, will provide staffing for the roundtables, but that the real work will be done by the roundtable members themselves.

“I will collect names and assist in any way possible,” George said. “But the real nuts and bolts of this legislation is the negotiations that will take place between our basins, and those negotiations will be driven by the roundtable members and the Interbasin Compact Committee.”
