That's about the driest time of year here. The season is year-round, but you have to hunt for it in late August and September.

Rafting wise, your best bet would probably be on the Little White Salmon near Hood River.

Rouge, Deschutes & White Salmon should all be running.
Catch the N.F. Payette & Main Payette on way out, they have
early fall irrigation flows.
