I think I've talked to this guy before and he seems like a cool guy. I imagine (hope) he knows what the laws are for the construction he's doing. Here's a guy that has volunteered to work with us on changes to the riverbed. If there's legitimate concern about what's there right now, then you should talk to him about modifying it.
However, if he's reading your post, I don't think it's going to foster a very good relationship. Fortunately I don't think it reflects the attitudes of most boaters, and since this is your first post, this could even be trolling. Anyway, the times I have been down that run, people have been nothing but friendly, which certainly hasn't been true on all rivers.

Right in front of the new pourover created by the Gumpy owner, is a large eddy, thus
avoiding the new pourover. That is if the land owner will let you portage with-out shooting you or fining you.
